Talant is the Chair of Internet Society-Kyrgyz Chapter, overseeing the implementation of the chapter's projects which include a Community Network in Suusamyr valley, IXP in Ferghana Valley and Bilim Bulagy (Internet-in-a-Box) for schools in the remote regions of Kyrgyzstan. The Kyrgyz Chapter of the Internet Society is committed to making the internet more accessible, eradicating the digital divide, and creating demand for the internet in Kyrgyzstan.
Talant is also an Expert of the Center for Strategic Initiatives. Previously he has served as the Adviser to the Prime Minister of the Kyrgyz Republic and the Coordinator of the Working Group on Taza Koom Digital Transformation Program. Prior to that he was as Adviser to the Chief of the President’s Administration and the Director of the National Institute for Strategic Studies. He has also worked as a CFO at the American University of Central Asia in Bishkek, at the World Bank’s Washington DC and Almaty offices, at Kazkommertsbank in Almaty, and at the World Affairs Council in San Francisco. Additionally, Talant was a member of the Supervisory Board of the Kyrgyz National TV and Radio Corporation, the Business Council under the Speaker of the Parliament, the Boards of Directors of the Bank of Asia in Kyrgyzstan and Humo Microcredit Foundation in Tajikistan. He holds an MA in International Finance from Columbia University (2006) and a BA in International Relations from San Francisco State University (1999), where he graduated as the top student in his program. He has also received executive education training at the Harvard Kennedy School (2016).
